Hmm.. efficient? I would just plan on a minor overhaul, meaning... pull the seats and rug up (both could probably use maint. and clenaing anyway? AND- it's just easier to get under the dash) and pull the facia. Chances are you have a dying fan, some cooked lights and what better time to upgrade your stereo head. Dropping the driver knee panel will help.
Why- I've always started my search in the engine compartment- you know, the "easy" leaks. 90% of the time I find them buried in the dash or one two occassions, under the rug and in the trunk (my vacumm bottle is in the trunk- CV). Usually cracked and old, but still connected to the male end.
So efficient would mean solving other little "things" as you hunt (prepared with parts).
Other thoughts- new hoses help! I like silicone for color and durability. Get the rubber grommets for the manifold. When I can't find silcone in the Saab size and shape- I usually get a new one, even if the hose "looks" OK. But that is me. Turbo? If not, the $$ should not be that much and you can always rule it out as the hunt continues.
A good tune up will rpobably solve the problem. Timing, plugs, wires, throtle clean, adjust- sounds like you are already on the right track.
