I guess I was thinking that if jumpering the switch makes the fan run, then at least the relay is NOT preventing the fan from running.
The motor is powered thru the radiator switch, and the relay interrupts power 10 minutes after the engine is switched off. This prevents the fan from running forever & draining the battery, in case the radiator switch fails closed. I assumed if the relay was to fail, it would fail open. I don't really know if that's the way they fail.
One popular fix is to throw away the relay, jumper the socket where pins 30 & 87 were, and hope the radiator switch doesn't stick closed.
