No voltage at the fuelpump after a stop

After a stop (for instance at the gasstation) my car will not start for 5 minutes after the initial try. Some guy's suggested a vapor lock, others a voltage problem. It is the voltage, a do measure a 0,3 volt at the pump. How is this possible, and why does this problem disappears after a few minutes? And why does my car starts always when its cold? I have already changed the fuelpumprelay twice.
