The timing should be at 14 btdc, but you can't adjust it while the engine is running, it should set automatically if within 7 degrees at static. I would reset the static timing to 14btdc with the engine off, by turning crank until timing mark is at 14 and then turn distributor until mark on case lines up with rotor.
that might help, but I still have a hunch you have a vacuum leak
