1500 rpm is too high, for sure. I would follow JohnK's suggestion on setting static timing, then, if idle is still high, try tapping the AIC (Automatic Idle Control) valve with a screwdriver handle. Search for vacuum leaks, like Greg and John said, too (easier said than done).
I can feel for ya, my Mom's '90 900 n/a is intermittently idling high. Sometimes it's high, sometimes it's normal.
If tapping the AIC valve obtains no results, pull that sucker off, shoot some carb/throttle body cleaner (safe-for-O2sensor type) into it, reinstall after a brief drying period (15 min. or so), then try it again. It might just be gone for good (AIC), though, if it never comes off high idle. I think new AICs run about $80 to $100.
I'd be interested in seeing what finally works to fix your idle problem; it might help me address Mom's '90 (when I get the time!). Please post back when it's "cured."
