Idle Control Valve operation (AIC)

Hi all
I'm trying to check the operation of my IAC as a rsult of the commonly reported high idle. Mines shot up to 1700 after a blast of throttle cleaner & won't go down. The idle was fine before i sprayed cleaner into the throttle. before I begin to replace it and other bits,I've been trying to test the IAC.
The valve was in the closed position when i refitted it, I plugged in the electrical connector, started the car, usual high idle. I then removed the AIC again and it was in the full open position. Is this the way it should operate? I do not think it is sticking, as I have lubed it well and it can be pushed in and out with a screwdriver.
I would be really pleased for any advice as this problem is getting to be a real pain.
