You didn't say whether the A/C works fine when on the small <>, or other settings, or if it is affected by the manual fan speed control. What happens when you put the fan speed on 3 and the air flap control on small<>? You probably have a short: bad wire, switch or fan resistor in the fan speed circuit. Check the resistor, which is accessible through the left speaker hole.
If the A/C blows the fuse regardless of settings, then I would suspect a bad right side radiator cooling fan cooling fan(probably not your problem).
The 30 amp current at 12 volts cannot give you a shock through your hands, because the 12 volts voltage does not have enough "pressure" to break your skin barrier. You can get a get a small shock if you briefly touch your tongue to + and - of a 12 volt source(if for a long time you can get a burn if the batery is capable of high current). 30 amps at 12 volts through a small wire will melt the wire and can give you a nice burn as it melts(heat not electrical burn), but in your car, the fuse pops before the heat can build in the wires.
