I would highly suspect the aux. air valve if RPMs low>

Andy,
First, I have an 8V and I've experience low idle like that. Mine and my now-parts-car both are '84 900S SAABs with the 8-valve 2.0L engine.
When I got my "newest" '84, back in Nov., it had the low idle at startup which you speak of.
I swapped out the auxiliary air valve with the identical part which was on my parts car. (The a.a.v. functions similar to a high idle cam on a carb if this was a carburetor-equipped car and if you're familiar with that, except it's much more gradual transition.) Engine idled high at startup, then gradually dropped to the normal 850ish rpm after warming up. Success!
So, I think your aux. air valve is bad (which, by the way, isn't called a warm-up regulator, that's a fuel system part which increases fuel pressure to the airflow sensor as engine warms up...another tale for another day).
I just created a page on my website about the aux. air valve and testing, placement, etc. since you posted your idle question (been meaning to for a while, so I did it today in hopes it'll help!). I'll link to it below. I apolgize for the far-away photo, but I hope to add close-ups later!
Hope this helps!
