Economical aproach:
I would suggest a modified 16v exhaust manifold to a 2.1L downpipe to a turbo cat and turbo exhaust. The modified 16v exhaust manifold involves welding a divider where cyl 1 and 4 come together on the manifold and dumps into the downpipe. The divider will prevent pulsing. Get a 16v Turbo intake camshaft from a 87-93/94c and then a 16v turbo exhaust camshaft from a 85. The combination will provide more duration and overlap. Also, since it is a 86 you might have an 85 head which you're better off w/ do to no ramped ceilings in every other ports, the intake cam should definitely be replaced if that is the circumstance. I don't if these cars have EZK but if you do, you can advance the timing a good bit as long as you run premium. Fuel injectors from a turbo and an adjustable FPR might also be helpful.
"If you have the money" method:
exhaust header from SAS or SD, MSS catback exhaust, and performance cams from SD or aftermarket. The stock cams have very little overlap and duration, so an aftermarket set you can get more lift, overlap, and duration within reason. I would also consider a cheap aftermarket fuel injection system. Also, if you do not have an 85 cyl head but a 87-93 turbo cylhead, find an 85 cyl head and redo the headgasket.
If the above is too much for you and you decide you don't have the money, at least get a good set of performance camshafts, sport suspension springs, and a short shifter. You'll be much happier w/ the car, it performance, and it's ride
