My $0.02: Sounds like it could be a nice car if you put some effort into it, and don't have to spend alot of $$$ to buy it. I have replaced doors and hoods myself and it really isn't too hard to do (you do need a helper though). One reason he might be hesitant to sell it to you though is the fact that he's a neighbor (I have a rule: Never sell cars to family, friends or neighbors for obvious reasons) Perhaps he has this rule also ;-)
As far as the frame is concerned, I wouldn't be concerned. From what your describing, it doesn't sound as though it was a serious accident and the damage seems cosmetic in nature.
As far as starting is concerned, has the car sat around for a while ? If so the battery could be shot. Try jump starting it, and take it for a spin and see how it handles.
