Correct that fib resin doesn't stick to rusty sheet metal. That's why a proper prep and cleaning of the effected area is essential, especially along the edge seams (where the resin edge meets the metal). Any exposed metal has to be primed and painted afterwards. I usually just layer catalyzed resin as if paint. Never had a problem with leaking or re-rusting, and all my fiberglass work was done on cars driven throughout the rainy snowy east coast. I did work on cars that professional frame mechanics opted to junk before attempting a repair.
As far as frame repair - I'd opt to repair a frame with fiberglass over steel in the proper location, a three way joint for instance, and only with certain cars. The lighter the car the better, but I'd even consider a SAAB 900 as doable, depending on the repair location. To do so you first pack steel woven (what is used in satelite dish manufacture) cloth mixed with resin into all sides of the hollow frame (a good 12 inches), then press and hold the frame joints together as intended and begin wrapping around as best possible, then layering and filling in cross patterns (you have to think like a spider at times). If done properly, you have a repaired joint that is as strong as the original. I've done this successfully on a number of occasions. So if frame repair can be done with glass, patching a hole in a floor is simple by comparison.
As far as strength goes, carbon fiber, a similar manufacture process to standard fiberglass, has it over steel every time. It's lighter and it doesn't rust.
