Did you have the lug bolts tightened when you measured? If it wasn't tightly clamped to the hub, that might have made it seem warped. I'm kind of surprised the wheel didn't bend first.
If it warped as a result of the pothole, I'd suspect the hub. After all, the rotor is merely "sandwiched" between the wheel & the hub. Especially after you said the bolts were stuck! Measure the runout of the hub flange with the rotor off. I bet its whats bent.
So the safety issue is really about your entire wheel wobbling?? As long as the bearing isn't loose or making noise, it probably won't fall apart. Then the wobbling is just annoying, and your tires & pads will wear funny. I've never had warped rotors bad enough that the brakes didn't work.
Only having the locating pin is OK. The other screw just helps hold the rotor in place till you put the wheel on. The lug bolts hold it all together.
I'm assuming you checked the tire for damage...?
