They "cleaned some actuator"; I suppose that was the AIC valve. It's a silver thing above the thermostat housing. The standard thing is to clean them out with carb cleaner, maybe spray a little WD-40 in to lubricate it. That's probably what they did. But they can go bad anyway, even if the rotor turns smoothly. Maybe $120 or so?
You should hear an audible click from your throttle-body switch as the throttle just opens (with the engine turned off). Maybe that switch isn't adjusted?
One more thing to check; my '89 has always been sensitive to a dirty distributor cap & bad wires. Wait till after dark, with the engine COLD. Take off the cover over the spark plugs, turn off all lights, start the engine. If you see any arcing, its time for new wires or cap or whatever is arcing. The AIC valve seems to get confused if the ignition is arcing. It is also sensitive to dirty or loose ground wires connected to the engine right under the AIC valve.
