If the switch is missing and not bypassed, you'll only get base boost (approx half-yellow). There are two wires to the switch; you bypass it by connecting them together. This should give you full boost.
The switch is closed with no or positive pressure, open with vacuum. All the switch does is interrupt the power going to the APC solenoid if the cruise control pump is pulling vacuum. A de-energized APC solenoid keeps you in base boost. Except for possibly some strange CC operation if it commands full throttle, it won't hurt. Just be a little more aware, as a CC runaway will have access to the full power of the engine. The only time I've ever seen the CC runaway was when the Resume/Accel switch got stuck in ACCEL.

I've never priced one, so I can't speak to the cost. I'd try and find one in a junkyard. They really shouldn't fail very often, so a used one is probably a good bet.
