<IF> you decide you need a radiator, its silly not to replace the thermostat & fan switch, since they are pretty cheap from TSN sponsors. For a little more money you can get the 3 hot hoses; the two parts of the upper radiator hose & that little elbow hose below the t-stat housing. Can't hurt to inspect them all, but a full set is a few bucks & a lot more work. Ask Jim Moncrief if any others are popular failures for your year/model.
Having said that, it sounds like its doing what it should with the OEM t-stat & fan switch. When you're not driving fast the temperature goes up to the point where the electric fan(s) run. Just like its supposed to.
Look for the leak, it'll probably only get worse with time. Where exactly is the little bit of steam coming from? Maybe that little elbow hose under the t-stat? If there are stains on the radiator itself, that's a clue. You might have to pressure-test it to find the leak. When its hot the leaking coolant just vaporizes & you never see it.
I replaced my radiator this summer even though it cooled real well. The external fins had become brittle & would just crumble when you touch them. If you're looking for an excuse to justify replacing your radiator, that may be it. Especially if you're driving across the country. ;-)
