Help diagnose ingition problem '89 900S

Hi,
I've been having some trouble w/ moisture - not starting after a night of rain, as well as stalling at intersections in wet weather. I finally got some time to trouble-shoot today and hit the distributor cap w/ the hose a bit and the engine just quit. So I immediately think 'bingo, just replace the cap & rotor' - they were old and needed to be replaced anyway - so i ended up replacing the plugs/wires/cap and rotor just for good measure. Now the damn thing won't start at all !!! I'm so bummed....
Here are the facts:
I just hit the cap w/ the water, nothing else.
I'm getting NO spark - from either the plug wires or the main HT-wire from the coil - i have and used a test-plug.
I have the wires on correctly i.e. correct firing order.
Cap is on correctly.
Rotor is on correctly.
I ohmed the coil it's w/i spec.
I have power to the coil.
I have pulse to the coil but it seems a little low - specs call for 0 to 8 volt w/ 2.8v avg. I'm getting 1 to 2.5 maybe.
Does anyone know of a good trouble-shooting doc online? The service manual leaves a little to be desired.
So, any ideas will be greatly appreciated !
