The driver's side seats have been heated in Saabs since the 99 way back in the 70's. Up to around '88, it was an 'automatic' system - there was a thermoswitch in the seat that turned the heater on if the temp dropped below a set temperature (around 50 degrees, I think - don't quote me) and turned it off at about 80 (again, no quotes!). There was even a little sign on the door side of the seat that said 'auto seat'.
Around '88 or so the 900 went to the adjustable seat heaters found in the 9000. This was the four position (3 temps and Off) controller in the dash. Instead of a simple thermoswitch, there was a temperature sensor in the seat that connected to the controller. If the seat was colder than the set temperature, a relay in the controller closed and put 12 volts into the seat heater until the seat got to temp, then the relay opened. The higher the setting (3), the longer the relay stayed closed.
So all 900s have heated seats. The later ones had the controllers. It wasn't always obvious when the older seats got hot, because they didn't get very hot. The controllers allowed you to set the temperature pretty warm. If your bum isn't getting warm, assume that your seat heater element is broken.
