Under normal operation the FP wouldn't cycle - that's normal and I understand that. But if you're getting some chatter in that relay from a bad ground (which is what I was talking about), it could be the cause of your problem. If the only thing that made a difference in how it idles was changing the route to ground for the FP relay, then it must be a grounding problem.
How 'bout taking a ground wire from one of the Torx-screw mounting points on the ECU case to a ground point on the engine as a test? I seem to remember someone mentioning that that was an unofficial SAAB procedure for trying to keep the '89 ECUs alive.
But then again, it could just be a bad '90 ECU.
