The boost gauge on the dash is not a precision instrument. It's good for general health and operation, but it's not the way to determine if you're getting the last 5% of performance.
If you're unsure, you can connect up a calibrated pressure gauge. The first thing you do is adjust the base boost to the spec for that year. Then you see what your max boost is. There are adjustments to get to spec.
Of course, there are adjustments to get past spec. You can boost into the red if the gauge is wrong, or if the wastegate actuator has been adjusted to give more boost, or even if there is a problem. FOr example, a leaky wastegate actuator or hose will allow overboost.
If you're concerned that you're not getting all you should, buy or borrow a pressure gauge and plumb it into the intake manifold. Do a search on 'adjusting base boost', or get the Bentley manual.
Anytime I hear of a car that can 'boost well into the red', I assume it's either been modified (intentional), or there is a problem (unintentional). The red is the top of spec - that's why it's red. Going higher has some impact on engine and drivetrain reliability. How much? Tough to say, but more power means more wear. If you're going to get more than spec, it should be an informed decision (intentional).
