The ABS only kicks in when the wheel is skidding. It has nothing to do with brake equalization.
It would be a case of one wheel is either braking too hard, or too little. I'm going to put my money on braking too little. If it were braking too hard, it would probably be due to brake dragging (stuck caliper/e-brake cable). But you should notice this from the nice smell of cooking brake pad.
I'm going to put my money (actually, YOUR money) on a stuck caliper where one wheels ISN'T braking well. Pretty simple - jack up the car, take the e-brake off, and spin the rear wheels. If it spins fine, then it's not sticking. Next, have someone press on the brake pedal. With the engine off, they'll have to press hard, but at even moderate pressure you shouldn't be able to turn the tire. Repeat for the other wheel.
While you're at it, inspect the rotors. I'll bet one rotor looks nice and shiny, and the other is crudded up. Brake pads do a nice job of polishing the rotor surface. If the caliper is stuck, the pads won't meet the rotor, and you get no braking and no polishing.
The '92 has the 9000 type brakes, so the rear brakes have an adjusting allen screw on the back of the caliper, behind a hex nut. This is used to adjust the parking brake. That screw is backed out to remove and install new pads - then adjusted in until the pads just touch. I wonder if (1) that mechanism is stuck, or (2) never got adjusted back in.
