In New Jersey, the state inspectors love to flunk saabs for this, especially pre-88 with the old style brakes. i just go to private inspection stations who will never flunk you for this. My paranoid suspicion is that the inspectors know that with light brake pedal pressure, Saab's brakes don't come on evenly and they nail you. Front drive and a bit more weight on the front wheels, may contribute to the problem. I think that Ari's suggestion to adjust the rear allen screws is the right approach. I'll bet the setting is a bit on the loose side or slightly uneven side to side. As I recall, bentley says to back off from just snug between 1/4 and 1/2 turn. I would try the 1/4 turn on each side. Be careful not to over tighten the allen screw when "just snugging" the rotor between the pads.
