It's a throttle-position switch, not a control. Its purpose is the following...
1) Tell the ECU when the throttle is full-closed, so the ECU will then use the AIC valve to hold the idle steady. The ECU also knows not to show the upshift light when the throttle is closed.
2) Tell the ECU when the throttle is nearly wide-open so it can go to open-loop enrichment. Also tells the air conditioner to shut off during this condition.
3) I believe at wide-open throttle the ECU shuts off fuel while cranking the starter. This is so you can clear a flooded condition by flooring the gas pedal while cranking the starter.
Pin 2 is connected to ground. You can check with an ohm-meter. When the throttle is closed, pins 1 & 2 have continuity, 2 & 3 are open. When the throttle is almost wide-open, pins 2 & 3 have continuity, 1& 2 are open. At intermediate throttle positions all pins are open.
