You can turn the rod shaft and unscrew without removing the tie rod end from the spindle with a pair of vice grips. However, I do think it might actually be faster and easier to pop the tie rod end out of the spindle and then spin the tie rod end off the shaft. The tie rod end will pop out of the spindle with a few sharp whacks with a hammer to the spindle eye(pound towards the front of the car perpendicular to tie rod shaft). I have been successful avoiding professional alignments by marking the nut, shaft, and tierod end, and then counting the number of turns to remove the end. You can get pretty close to the original setting when you put the end back on. Since the steering is sensitive to toe-in, you can fine tune the setting with a couple of trial and error adjustments after the car is on the road.
