If its a n/a engine, the timing is actually controlled by the crank sensor. Position the distrinutor so that the mark is lined up with the valvecover/head interface. (Not block/head...)
If you twist the distributor to adjust the timing, you'll find that the timing doesn't really change. Until you twist it so far that the rotor is pointing at empty space when the spark fires, then you get nothing.
If its a turbo, I'm not sure if your Hall sensor is located in the distributor. If it is, then adjust your timing like JohnK says...
