The AMM controls idle until the O2 sensor warms up.
Take a look at all of the rubber boots on the turbo inlet ducting. The hose clamps should be tight and there should be no tears or cracks in the boots. Check the clamps on the turbo bypass valve, too. The original plastic ones get brittle and break after a decade or so.
Have you replaced the rubber bushings that hold the vacuum nipples into the intake manifold and valve cover? These can be impressive leakers of vacuum.
Same goes for the rubber bushing that holds the metal PCV fitting into the plastic turbo inlet duct. The shoulder of the fitting should not be visible - it should be pressed all the way into the rubber bushing. There's a thin spot on the rubber bushing that tends to get worn and let air by, so it might not be a bad idea to replace it anyway.
After I replaced the bushings that I mentioned above on my '89 SPG, the idle became pretty much rock steady when cold (and the rest of the time, too.)
It's possible that your replacement AMM is bad or that there's corrosion on the connector that's preventing good conduction.
