Well, there is thread tapping. Here's a summary...
1) You use an oddball-size drill to clean out the hole. You just don't need to make the hole deeper.
2) You use a special oddball-size thread tap to tap the hole to a larger diameter with the original thread pitch.
3) You use a tool to insert this funky coil of square steel wire into the hole. The inside of this wire coil now forms the original-sized threaded hole.
4) You put your valve cover back on with its original bolts. Or new ones of the same size.
It sounds like the Timesert things are solid instead of being coiled up wire, but maybe its the same general idea.
