Steer me in right direction (need power steer advice)

I have a 1984 Saab 900 Turbo - it moves fast, but needs your advice for potential power steering issues. My brother replaced my old leaky steering rack with one that is supposed to have been rebuilt. This one leaked from the tie rod ends, but expensive leak seal seems to have fixed the problem. It steers fine, but... Over a year after the rebuilt rack was put in, it beagan to make a hissing or a "wind tunnel" -type noise (hard to explain). The noise only happens when the steering wheel is turned - although all it takes is about an inch of turning in either direction. If the wheel is held in a turn position (regardless of whether the car is still or moving) the noise is evident. Again, it steers well. It is progressively getting louder and louder. What should I be concerned about? (I checked - There is enough fluid). Could it be the pump, rack, or just air in the system? How do I find out, and how much do I pay for + where do I get a rebuilt rack if needed. My brother, who is pretty good with working with Saabs, had power steering problems on his 83 a few years back and waited until he got tired of tough spots while turning. Will I get this signal from my rack if it's going bad? I'd hate to blow the cash on something I don't need, but also don't want to have steering problems. Can someone steer me in the right direction? - Thanks, Brown SAAB
