A starter is a pretty simple device. A positive terminal which recieves +12VDC from your key to activate the starter solenoid...which closes a larger electrical contact which closes an internal switch from a larger +12VDC terminal to the motor windings. The larger terminal is cabled directly from the battery.
So....with a volt meter....if +12VDC can be consistently read on the solenoid +12VDC when you are keying for start AND there is also consistent +12VDC at the larger terminal...then the problem is the starter.
If +12VDC is not consistent on the solenoid terminal then look to the car internal wiring for faulty loose connections or device.....
If +12VDC is not consistent on the larger terminal during start attempt then look to the battery cable or perhaps the battery itself.
