I have an '84 900S. When I first got it in Nov. 2001, I had the idling problem you speak of. I found that there was no cold high idle, i.e. the idle was the same when first started and during warmup period as after the engined warmed up.
(I had a bit of SAAB 8V knowledge gleaned from owning a previous 900, which is also an '84S, now my parts car. It idled at about 1,500 rpm when started and gradually, over 4-5 minutes, came down to "normal" idle speed--or warm idle speed--of about 850 rpm.
The item on these '84 900s (and all other 8-valve 900 cars with CIS fuel injection) which makes the idle speed higher during cold start/warmup period is the AAV (Auxilliary Air Valve). It is located on top of the engine, just to the rear of the thermostat housing (follow top radiator hose to engine). The AAV has two approx. 1/2-inch diameter air hoses going to it and an electrical plug.
I can explain it for you better if you look at my AAV webpage on my fledgling SAAB 900 website, linked below. PLEASE BE PATIENT WHILE IT LOADS! The image files may take a 60 seconds or so load on a 56K connection, but hopefully, it's worth it. The webpage explains (in text) the purpose, operation, and testing of the AAV, or enough, I hope, to be helpful.
