It is most likely the auxillary air bypass valve. Located behind the distributor on top of the engine...look for the device which has a large top and bottom hose connected to it. Remove the electrical connector and measure the resistance of its internal electrical heater...should be about 40 ohms. Take off the top and bottom hose. Look through it....you should see a small hole when cold but should be able to see through it. When the car warms the hole closes. The hole is a bypass around the throttle plate which increases the air flow and thus the engine RPM during the engine warm up. Spray out the inside of the valve with a carb cleaner and reassemble the hoses. It gets pretty dirty over time and generally needs cleaning from time to time.
