Tire rating relates to the max speed of the tire. The faster tires go, the more they build up heat. Tire ratings indicate a speed the tires can go at for 30 minutes and not build up damaging heat. T rating is 116 mph, H is 130. So from a speed rating issue, unless you intend on driving in excess of 116 mph for extended periods of time, T works just fine.
The caveat is that H rated tires tend to be 'high performance', so they make the tire more performance oriented - stiffer sidewalls, possibly different tread compounds, etc. Better handling, better braking, possibly slightly harsher ride.
Quite frankly, for normal, day-to-day driving, I think T rated is just fine. Especially if you have 'all season' tires. All season tires are already a set of compromises in black rubber, and a 'high performance all season tire' is a bit of a laugh.
Yes, tires are the biggest part of a car's handling. But not everybody is going to approach on-ramps like Jackie Stewart.
As to mixing tires, the answer is a unqualified 'it depends'. I think the variation from one make/model of tire to another is much greater than the speed rating.
I'd go with T's all around.
