The problem isn't the brushes, but the Voltage Regulator, whose job it is to, well, regulate the voltage. It just so happens that the brushes are part of the voltage regulator assembly. The VR is the diamond-shaped device held on with two screws to the back of the alternator. Remove the ground wire to the battery (for safety), pop out the old VR, pop in a new one. About $35 at an autoparts store.
Why the engine speed changes? This engine IS electronically controlled. All of the engine sensors are compensated for differences in voltage supply, but only up to a point. I'll bet you're seeing some pretty nasty voltage spikes, and those variations are more than the engine control can compensate for. So I wouldn't have predicted it, but I can believe it.
FIX THIS RIGHT NOW! These spikes are taking a toll on your electronics and bulbs. The next one could take out something expensive, like the ECU or ABS controller.
