As Steven said, this is the APC (automatic performance control) solenoid. The fact that it's clicking means that it is working properly. The wastegate on the turbo is set to open at about 5 lb of boost (the exact setting varies with year). This is called base boost. Your car will achieve higher levels of boost through the APC system. The soleniod opens and closes to bleed pressure on the line that feeds the wastegate. This means the wastegate might see only 4 lb pressure even though the pressure in the intake manifold is 8 lb. The APC control monitors boost pressure, engine rpm, and engine knock, to determine the max boost allowable w/o engine damage. If you disconnect the solenoid, you can't cause any engine damage, but will only have mid-yellow (base) boost. Stock setting should allow for boost to climb almost to the red. Mine will sometimes click at idle, usually when the engine is cold. If it goes away when engine is at temp and everthing else seems to work fine, you're probably safe to ignore it, even tho it's annoying. Possible problems that could cause this to happen all the time would be a bad knock sensor or bad elec connection at sensor or improperly torqued or positions sensor, bad or low octane gas, a bad pressure sensor for the APC system. Best thing to do if you do some of your own work is to buy a Bentley manual for your car. This seems to be the best overall reference on the OG Saab 900.
