I've replaced racks on my old 83' base & my brothers 84' turbo - both times I had the motor out for tranny issues. I'm pretty sure its the same deal with the newer models like your 92' but not positive. If you haven't already jacked up the motor off its mounts, you'll find the job much easier if you do. I obviously had more room than you're working with, but the rack must be tilted with the shaft pointing towards the firewall & rotated into position. It probably won't just slide in, I recall having to use a bit of force & a lot of persistance. Make sure You've got the splines lined up correctly (ie steering wheel straight/rack with equal legnths of tie-rod left & right.) OR you'll have to remove the steering wheel to center it & then you'll have to contend with possible air bag deployment! (wear a motorcycle helmet - he he.) Regarding the noise,... look around - mabey there's wiring under the dash tangled up in the column.
Good luck - I'm sure someone else will chime in w/more (better?) advice.
