It is my understanding that all of the injectors are wired together in parallel. I also believe they are negative side switched to the battery negative voltage together. If you are reading a voltage on each of the red/blue wires I would say you are reading voltage "through" each of the coils (until the last one is disconnected) because the red/blue has not been switched to the negative yet by the control unit.
As Peter has pointed out, I would remove the #3 spark plug and look for gas. I think you will find it is flooded and the injector is working. Then it comes down to compression....
