As gorper says, it helps reduce throttle body icing. And throttle icing can happen well above freezing; with the right humidity, it can happen at 60-70 degrees F.
Heat in the throttle body has very little affect on the temperature of the air. If such a small area had any appreciable effect, then why have such a damn big intercooler?
I believe in freedom, so you can go ahead and remove the coolant loop into the throttle. You'll probably have not problems, and I can guarantee that any performance increase is all in your head. However, if you notice power loss under crusing conditions - partial throttle, typical of highway driving - that goes away after the car has sat for a bit, then reconnect.
