My '90 was the same way when I bought it. Never higher than 1/3 UNLESS I was stuck in traffic during the summer; then it would quickly go up to about 2/3 & the fan would come on. After a couple of years it started to bounce within that 1/3 a bit. Turns out the nuts on the back of the gauge get loose over time & create a poor connection. (The shop replacing the heater control valve said they see it all the time.) They tightened'em up via the left speaker grill & it's been steady at 1/2 ever since.
Can't the t-stat be checked with a thermometer in a pot of hot water?
