bung a new winter t-stat in there and then u will know.. my car runs about one third or slightly less on the gauge in the winter.. and the fan comes in after much stop start traffic driving at about halfway up the gauge.. but after say ten minutes driving with zero tempts outside i have to turn the heater right down else i roast.. when its cold outside the heater on its own is nearly enough to keep things cool without the fan coming in.. your fan should not cut in when the car is switched off unless things are pretty hot.. if fans come on when a cool/normal running car is switched off something is wrong..
u might have other problems apart from your t-stat but fitting a new winter one will at least go some way to solving these problems.. one thing about saabs is they do have good heaters..
and yes u can test the things in a pan with boiling water.. but getting then out without wrecking them is not always easy..
replaceing a stat is a five minute job and they are cheap.. dont bother draining the system just let it flow out and then top up with coolant.. not much will come out.. leave the top hose attached.. lever the old one out with a screwdriver.. drive it in where the stat opens.. not between the stat and the head..
