You'll have to figure out if it's the harmonic balancer or one of your belts. If it's a belt it will need to be tightened or replaced. I attacked a similar problem recently.
I got a squeal when I turned on my A/C. Bad A/C belt, right? Wrong. Replaced the belt and I still get the squeal. I ruled out the harmonic balancer because the marks I made still lined up ( search the bb for this method ). Eventually started to squeal even without the A/C activated when engine was at high rpm. I focused my attention at the other belts. It turned out that one of my alternator belts was loose.
Replaced both belts this past weekend and no more squealing at all.
Start the diagnostic process. If you suspect the power steering belt, maybe you should tighten it up and see if it makes a difference?
