When I first got my '90 SPG it had some scary swerve on panic braking. I posted about it here so you may want to check back on my posts from summer/fall 2001. Ari had some points about ABS function, but I discovered a blown front shock that I think was my problem. It would act fine under normal driving but collapsed from the forward momentum when panic braking. It was leaking fluid and showed obvious rub from too much travel. The same time that I did the shocks I replaced the calipers, pads and rotors so I can't say for sure that the shock alone was the culprit. The brakes weren't the greatest at the time either. If you have recent parts my info may help you could eliminate one or the other.
That rear caliper of yours may not have been adjusted properly or may have lost it's adjustment cap screw. See if it conforms to Bentley spec in the brake section. When installing new pads, you back out the adj. screw until the disk turns freely. This sets the parking brake.
