That's a rather "eclectic" modification to the bumper. So nutty it just might work! What you could do along those lines is to place a number of such vent holes in the bumper, maybe just along the left side from center and make sure that the collected air is then vented over toward the exit hole in front of the IC. This would require extensive rebuilding of the internal bumper core, plus cutting a hole through the steel bumper backing. Or maybe a series of holes would do it. Something along the lines of bumper as air funnel.
