As you determine from Polo's post, the ignition switch at the key has to be on to be able to remote start from the test plug. Is your problem with the starter not cranking or is it cranking but engine not starting? I'm assuming your starter cranks but no start. If so the diagnostic plug will not help rule out the ignition switch, except that you don't need a helper to start the engine if the key is ON and the ignition wiring is OK.
If intermittent no start, it's either fuel or ignition. Have you sorted the alternator connections? Infamous short black ground wire from alt frame to block. Ignition module or loose Hall Effect connector on side of distributor. I suppose you've done all this.
Do you get a tach bounce when the car won't start...if so focus on the fuel. Flaky ground to ECU and relays is a possible issue. 89's are known for bad ECU's, too. Grounds up on intake manifold supply ground to injection system...maybe a bad wire or connection?
