Can be bad contacts in the switch. Swap switch with passenger side switch to see if the window is faster. If so, carefully take switch apart and clean the contacts with emory paper or a dremel or a small file.
If no difference, the next thing to try is to lube the window regulator mechanism and spray the window guides with silicone or wd40. If still NG, you might need a new motor.
Sometimes in the freezing temps the window guides get wet and freeze. I used a spray lube similar to WD40 to drive all the water out and it solved a stubborn problem. The motors can also get water in them and this can freeze too. That's why it's important to wrap the motor in a plastic bag(with holes to clear the gear.
