it is thin fiberglass, not really very good quality IMO. I have seen a few on local cars, but not been very impressed. It is also apparently quite hard to fit correctly, even for a good bodyshop. If you are dead set on aero bumpers, try contacting John at Saab Savior as he has been known to get better quality replicas, but be ready to shell out, as these don't come cheap. I am sticking with my stock bumpers for a while, as I think the front will look cool when its hacked up (well thought out, precise hacking of course) to accomodate a huge a$$ intercooler sticking out. I suggest you look into performance shocks, springs, and custom wheels, as well as doing what you can to get your paint in the best shape it can be. Have your friend's dad wet-sand down to the color layer, re-clear coat and polish it. It ran me $350 at a local body shop to do the whole car, and so far I have been stopped twice by other saab owners asking where I got it re-sprayed. These thing will really make your car stand out and look more up to date. E-mail me if you need help finding custom wheels that fit, as it can be rather daunting if you don't know HOW to look. A lot of retailers are skeptical that such wheels fit on this car. Have fun!
