Surging a few days after repairs.

After replacing injector O-rings, a couple of vacuum lines and cleaning all the sensor contacts and grounds there is some improvement. I actually reset the ECU because I had the battery off for several hours on Saturday (went to lunch in middle of cleaning connections).
Car does not hesitate when moving off after a cold start anymore. This is a real improvement. Idle is still not stable when warm but it barely moves the tach needle so that isn't a bother. I will swap in another AIC after clearing up all the other problems.
Still surges a bit on the Freeway. Seems to be better but it is still happening. Seems to surge when lifting off more than at any other time. I realize now that the 20 minute mark on my commute is a downhill where I would instictively reduce throttle to hold speed. That is where surging is worst. Does it at other times but is not as bad and not very noticable if it hadn't been worst before.
