hex bolts (which don't have to be tightened too much, and/or use blue loctite), heads which are inside the seat rail/chassis (opposite the lever side), threading through the seat chassis/side plate, to the telescoping lever. Heed gorper's advice, as the lever is splined onto the heavy counterspring/shaft that spans the underseat, and it can move laterally (or the lever can come off) to go SPRIOONGGG. A tight cable lock/zip-tie or whatever, around the counterspring/shaft, and something on the seat frame base, should hold things in place.
It sounds like your telescoping lever is stuck (wasn't entirely sure if maybe the lever moves but the seat height is stuck?).
If you remove the lower/outer seat fascia, you'll see the lever has a cog, which engages with a second cog on the main seat chassis, and a dual arm system that pivots/raises/lowers the seat. The two previously mentioned nubs (on the lever component plate) are key for alignment of the lever mechanism and cogs, into the matching holes in the main seat side plate
Perhaps your 2 cogs are jammed, or the dual arm pivot system is.
Use a 1" X 8" piece of wood, or whatever, if needed, to wedge between the counterspring/shaft and the seat base, to relieve tension and/or align the lever plate correctly
