First off, there is no damage from running only base boost. BB is there as a safety backup.

The sensor under the dash is the Fuel Cutoff, which kills the fuel pump if you overboost - well into the red. That's not it.

There are a HUGE number of things that can keep you in base boost. If the APC system detects knock, or thinks it does, it kills the power to the APC solenoid. The 'safe' mode of the APC solenoid is de-engergized, which is base boost.

If the Cruise Control is engaged, OR the brake pedal pressed, the APC solenoid will be off (base boost). At idle, the solenoid should be energized, and stepping on the brake will de-energize it.

What can cause base boost? Bad APC solenoid, bad wiring (no power or ground to solenoid), loose connector on APC box, bad APC box (rare), brake light switch stuck on, Cruise Control disable pressure switch stuck open, engine knock, bad knock sensor... A lot of things.

First, please tell us what year your car is and what engine. Next, at idle, measure the voltage on the APC solenoid. It should be 12-13 volts. Make sure you've got a good ground at the solenoid - power does no good if it has no place to go. Plugging in and unplugging the solenoid at idle and listening for a click will go a long way.

If you don't have voltage, trace out why. Beyond that, do a search on Base Boost - there is a lot of experience out there on troubleshooting it.
