It is most likely a reason why the AIC was disconnected. It could be as easy as that a vacuum hose was broken and the former owner didn't know how to fix it.
Or a throttle switch that is not properly adjusted.
Or an AIC valve that is bad. The AIC vale should have a resistance of 20 Ohm between middle and the outer pins, with 25 as max. And 40 Ohm between the two outer pins. Try to rotate the valve and take readings at several places.
It can also be a bad Air Mass Meter that makes the engine run to lean.
When a car like this comes in to the shop, I charge 1 hour to set everything straight. Clean throttle and AIC,measure AIC,adjust Throttle switch and base idle, repair broken vacuumhoses, check timing and adjust, check plugs, check and adjust fuel mix.
During this hour I most of the time get the car to run properly, or I know a lot more if the car needs additional work to cure the problem.
