In perfect shape, the dash lighting rheostat should supply up to +12v, or very close. As they age, they do wear out. With older stereos that actually used light bulbs (like the factory Clarions) they would actually progressively dim, which was nice. Newer head units with LCD/EL/whatever displays don't respond in the same way. Some, like my Pioneer and Sony, have a threshold and are bright at >6v and dim at <6v, others aren't so smart. And yet others, like my Blaupunkt Nevada, actually dim as they should. It seems quite random...
