the 3.0fpr should not drop mileage to 10-15 mpg. Maybe from 24 to 22, but I think something else is wrong. Make sure the hose to the fpr holds vacuum/pressure, i.e. fpr diaphram not torn. I would then check the voltage on the O2 sensor connector(leave connected) with a digital VOM. Should vary between 0.0-1.0 volts with a 50/50 split around 0.5 volts. If it's over 1.0 you are running way too rich. Could be bad AMM. Also check the resistance of the temp sensor under the intake runners(I forget specs, but has been posted on BB and is in Bentley). Maybe this sensor is telling the ECU that the engine is cold when it's really warm.
Last or maybe first, check for leaks, but probably not this.
